Consultation has concluded

Public consultation on the WoolPoll Review is closed and the final report is now available.

We reviewed WoolPoll in 2020 to deliver on a recommendation made in EY’s 2018 review of Australian Wool Innovation (AWI)’s performance and governance. The WoolPoll Review final report is now available.

What the review looked at

AWI is the research and development corporation that receives and invests woolgrowers’ levy funds. They deliver research and development, marketing, and other activities to benefit the Australian wool industry.

AWI conducts WoolPoll every 3 years. This poll allows wool levy payers to vote on their preferred levy rate. The agricultural levy system, which includes WoolPoll, is a partnership between industry and government.

AWI is responsible for implementing EY’s recommendations. We administer the legislation that regulates WoolPoll and agreed to conduct this review.

We developed the terms of reference for the review in consultation with AWI’s Woolgrower Consultation Group (WCG) in late 2019. These are available in the document pane.

The review examined whether WoolPoll remains an appropriate and contemporary process that provides government with assurance about what wool levy payers want their levy rate to be. The review makes ten recommendations to the department, AWI and the wool industry about how to optimise the WoolPoll mechanism.

How you had your say

From 28 April to 12 June 2020, we invited wool industry stakeholders to contribute their perspectives in response to a discussion paper. The department received 36 submissions from individual producers, industry groups and AWI.

We held targeted meetings in June and July 2020 to follow up on key issues raised in submissions. We asked for feedback using phone and video.

We then tested draft findings with key stakeholders via an online workshop and survey.

What happens next

The review makes recommendations for AWI, the department and the wool industry to implement.

The department will prepare an implementation plan in consultation with stakeholders which will outline next steps.
